Can I then install my new pioneer Dvd burner which needs Serial ATA hookups for power and data transfer?
I'm slightly computer retarded, but the main reason was it said nothing about being a SATA dvd burner...

No. That device goes the wrong way - it allows a parallel ATA (IDE) drive to be connected to a Serial ATA controller. You need an adapter that's the other way around.
Is there some reason you didn't buy a Parallel ATA DVD drive?
