How can I create more privacy in my back yard?

The neighbour behind us is constantly peeking into our back yard from her back porch. Her porch is a little higher up because her house is a bungalow. Whenever we have people over, we feel like we're being watched. It's an uneasy feeling. How can I create a privacy screen along my fence to block her out? I would consider plants (plant hardiness zone 5), or a combination of other types of materials such as a privacy lattice. If we do decide to put in plants, we would prefer something that grows relatively quickly, and that is not a tree. Our fence runs 180 degrees between the two houses if that helps. Any suggestions would be helpful!

a line of arborvitae bushes would help you a lot. they grow pretty quick, are relatively inexpensive and don't branch out like trees.
