Targus Mouse Computer Sleep Issues?

Odd question i cant really experiment to solve this issue because the computer is about 5000 miles away so i need definite help. My sister bought a targus amw15us laser mouse for her vista comp (Dell). for some reason when the mouse is off and plugged in to charge at night the computer will not go to sleep of exicute the screen saver. (yes they are set right and work with out the mouse)

I've just been looking at the user guide for this mouse on the Logitech website:

According to page 6, "Your computer needs to stay powered on for the mouse to charge."

The wireless receiver for the mouse I use can be removed from my machine and plugged directly into the mouse, which turns it off- saving battery life.
