Laptop power cord overload protector?
So, as the title states, I have a laptop with a power cord. Sometimes when I plug the cord in, the transformer (little box on the plug) makes a zapping sound every few seconds. I think this might be a safety feature like an overload protector. I have no idea why this is happening though. Thankfully, it only happens once in a while.
What would cause this strange noise and inability to charge my laptop?

Is it a Dell?
The zapping noise you're hearing could be several things. The first couple that come to mind are:
1) You have a bad connection between the "little box on the plug" and the power cord. Pull them apart and clean all the connectors. Make sure nothing is plugged in when you do that. Reconnect them and make sure its a solid connection.
2) You have a short somewhere near the transformer.
Some brands of laptops, (I'm familiar with this problem with Dell laptops, but I suspect other brands may have it too) have circuitry which recognizes the power adapter being used. If it doesn't recognize it as original Dell power cord, it will let you run your computer using it, but it will not charge the battery.
Its entirely possible that the zapping noise you're hearing and the laptop not recognizing the power adapter, are related.
I would work hard to identify the zapping. If it is a short, then its time to discard the power adapter and get a new one, before you're forced to get a new laptop due to the short.
